To access text-to-speech settings, go to the "Alerts" section of the control panel. Find "Default" in the variation list and click "Edit". Then you can adjust the text-to-speech settings: narrator's gender, speed of speech, script for triggering text-to-speech, volume, and the minimum amount that will trigger text-to-speech.
